An Outcome Evaluation of the Philippine Health Technology Assessment Program

For Philippine Institute for Development Studies

The passage of the UHC Law in 2019 mandated the creation of the Health Technology Assessment (HTA) Program. Due to the COVID-19 pandemic, the HTA roadmap has met delays as it has been mainly concerned with the assessment of COVID-related technology. With the changing demands, this study reviewed and reassessed HTA policies and end-user outcomes. Moving forward, the HTA must work through inadequate local data, adopting international best practices, increasing human resources, and transitioning to essential medicines and technologies for high-burden diseases.
